Project and Policy Evaluation
Outcome evaluation is a process for assessing the relevance, equity,
efficiency and effectiveness of a policy or programme against its stated
objectives. Our approach is to use action research and participatory techniques
to ensure that stakeholders are consulted in the development of performance
indicators.
Examples
Housing New Zealand Corporation Community Renewal Programme
HNZC's Community Renewal Programme comprises six projects around New Zealand. The evaluation is based on a cluster group approach involving HNZC staff, tenants and representatives from partner organisations. Dianne Buchan is managing the evaluation project team which comprises staff from Connell Wagner Ltd., and Michelle Rush Consulting.
Evaluation of the Community Business and Environment
Centre, a community enterprise organisation based in Kaitaia.
The work was commissioned by the Labour Market Policy Group to assess
the contribution that CBEC makes to social, economic and environmental
wellbeing, identify the factors that influence the effectiveness of the
organisation and provide guidelines for evaluating other community enterprise
models. The evaluation was based on the principles of strategic management
and Patton's process and outcome model of evaluation as a tool for improving
the organisation's operations and outputs.
Agricultural Assistance Package
A social and economic evaluation of the $56 Million Agricultural Assistance
Package provided by Government in response to Cyclone Bola. This work
was undertaken for the Ministry of Agriculture and Fisheries. It involved
an evaluation of existing policies for dealing with large scale natural
disasters as well as evaluating the administrative effectiveness of the
Assistance Package.
Total Mobility
A review of the Total Mobility Scheme, a subsidised transport service
for people with disabilities. This work was undertaken for Transit NZ
in consultation with a working party established for the purpose.
Ministry of Housing Dispute Resolution Service
Project management for a review of the Ministry of Housings Dispute
Resolution Services. The review involved working with staff and clients
to develop improved practices in the way services were delivered and administered
throughout New Zealand.
