2002: Keynote address to a regional meeting of representatives of the Pacific Island forum member countries and international NGOs on the topic "The importance of integrating social and environmental concerns into economic policy and planning". Designed and facilitated workshops for meeting participants on how to analyse the social impacts of policy and budget decisions. Click here for copy of paper.
2000 - 2004: Contract by the Asian Development Bank (ADB) to design and manage a Participatory Monitoring and Evaluation (PME) project in Tuvalu. This project was established to measure the effects of an Island Development Programme (IDP) on the quality of life in Tuvalu over a six year period. Input involved designing survey tools, training a team of local researchers to collect the data every second year, analysing the data collected and preparing a "state of the country" report with input from key individuals in Tuvalu. Dianne also designed and ran a training workshop for people in government departments and community organisations to teach them how to intepret and utilise the data collected.
1999: Contracted by the Department for International Development (DFID) (UK) to provide two training courses (in Fiji and Vanuatu) on the subject of Change Management. The courses were attended by public service employees and leaders of NGOs. The courses covered planning and implementing a programme of downsizing, resourcing and process requirements, identifying and involving stakeholders, developing appropriate mitigation measures and effective communication strategies.
1998-99: Contracted by the NZ Ministry of Foreign Affairs and Trade to provide technical assistance to the Solomon Islands Public Sector Reform Programme. Responsibilities included overseeing the establishment and operation of the Transition services Unit and providing advice to the Solomon Islands government and donor agencies on the technical and social issues involved with the reform of the public sergice. this involved a series of two monthly visits to the Solomon Islands to establish systems, develop programmes, train and supervise TSU staff and agents in all the provinces, and to lisaise with representatives of the private sector, NGO communities, public servants, Government Ministers and other donor organisations.
1998: Contracted by the Vanuatu Government to provide technical assistance to the Director of the Transition Services Unit, established to provide support and assistance to surplus public servants in order to facilitate their transition into the private sector.
1999: Contracted by the NZ Ministry of Foreign Affairs and Trade to provide technical assistance to the Solomon Islands Government on structures and systems to address the social (including gender) impacts of the Public Sector Reform Programme. This included the design of the Transition project, including an agency to assist surplus public servants into private sector employment, mechanisms for the distribution of information, and a series of Provincial Forums to involve rural communities in the reform process.
